Fix international package glitch

UPS shows scan time as LOCAL time
if packagetrackr automatically calculate PST time zone or something, it would be awesome, i really hate this glitch.

        Ability to customize my time zone for time calculations. Even if it's just a number to add or subtract from the time zone you currently use with Packagtrackr. Like -5 or +7 hours. Then when I hover over my sidebar gadget I can see when it updated according to my local time.
